Luciano Costa Dembue Lupédia is an Angolan space and geospatial leader at the forefront of translating space capabilities into national development impact. He serves as Head of the Space Applications Development Department, Programme Manager for ANGEO-1 — Angola’s first national Earth observation satellite programme — and Coordinator of the Angola Geodata Centre (GEDAE) at Angola’s National Space Program Management Office (GGPEN). In these roles, he leads the development of operational space applications and AI-enabled geospatial solutions supporting strategic national priorities across agriculture, mining, environmental monitoring, and public administration. His work focuses on turning satellite data into decision-support tools with tangible socioeconomic impact, with research and implementation experience spanning oil spill detection, crop monitoring, artisanal mining, and drought resilience. Luciano previously served as UN SGAC National Point of Contact for Angola from 2022 to 2025, was selected as a 2024 U.S. IVLP Fellow, and is a 2026 Young African Space Professionals Awardee.
