"Ibrahima Guimba Saidou is a senior international, results-oriented leader with more than 25 years of experience spanning government, international organizations, and the private sector. A passionate advocate of Technology for Good, he has built a distinguished career designing and delivering large-scale digital transformation programs that expand connectivity, empower communities, and strengthen national digital ecosystems. For seven years, he concurrently served as Minister Special Advisor to the President of Niger and CEO of the National Agency for the Information Society (ANSI), where he led the conception and implementation of Niger2.0, the country’s first digital transformation strategy. He also acted as the government’s Chief Information Officer (CIO) and Secretary of the inter- ministerial committee. His work has influenced digital agendas across Africa and globally. He is recognised as a leading voice in ICT and digital development, he is regularly invited by the World Bank, UN agencies, the African Union, the European Union, the Brookings Institution, the African Mayoral Leadership Initiative (AMALI) and other global institutions as a keynote speaker, panelist, and expert contributor. He has served on multiple high-level advisory bodies, including the UN SDG Lab Advisory Board, the UNESCO ICT in Education Prize Jury, the EU-AU Digital Economy Task Force, the WEF Regional Action Group for Africa, the Global Blockchain Business Council, and the ITU/UNICEF GIGA Advisory Group. Across his career, he has held senior executive roles—Minister, CEO, Senior Vice-President, Director—successfully leading multicultural teams and delivering complex, high-impact programs worldwide."
