Eng. Hamdi KACEM currently supports the African Space Agency as a Consultant on programmatic activities and serves as the point of contact for both the Africa–EU Space Partnership Programme and the Committee on Earth Observation Satellites (CEOS). He brings over 21 years of experience in managing sustainable development projects across Africa, including more than nine years (2017–2025) providing technical assistance to the GMES and Africa Programme as part of its Programme Management Unit. In this role, he contributed to the strategic planning, coordination, and monitoring of GMES & Africa activities at the continental level, supporting the implementation of Earth Observation–based services for environmental management and sustainable development. Prior to his international engagement with GMES &Africa, Mr. Kacem developed extensive experience in both the public and private sectors in Tunisia, working as a project manager specializing in Earth Observation (EO) and Geographic Information Systems (GIS) applications. His work focused on the monitoring and management of land and water resources across Tunisia and several countries in Sub-Saharan Africa. He led EO-based projects, designed and implemented Spatial Data Infrastructures (SDI), developed training materials, and conducted field surveys and ground-truthing campaigns. Throughout his career, he collaborated closely with national and local government authorities, international development partners, NGOs, land planners, farmers, and pastoralist communities, facilitating the effective integration of geospatial technologies into sustainable development initiatives. Mr. Kacem holds an Engineering Diploma and a Professional Master’s degree in Geomatics from the National Engineering School of Tunis. His professional trajectory reflects a strong commitment to leveraging Space technologies to advance environmental sustainability, resource management, and regional development across Africa.
